The Wheel turns a provably fair roll between 0.0000 and 0.9999 into a position on the wheel. You pick Under or Over, and the multiplier sets how large the winning zone is: chance = 90 ÷ 10 = 9%. Choosing Under or Over does not change the odds, only which end of the roll range wins.
